The Altantic Council's Jomana Qaddour dicussed whether the U.S. should work with unsavoury actors, including groups that are complicit in humanitarian atrocities. She explained that the U.S. has a choice and should not work with such actors simply for the sake of working with someone. Focusing on Hay'at Tahrir al-Sham in Idlib, she argued the U.S. should not embrace the group.
